Biography: | Liberal MP for Heywood 1895-1906, and for Manchester NW 1910-12. Junior minister at the Admiralty 1895-1900. Later, chairman Kelsall and Kemp (textile manufacture). Knighted 1909, and created Baron Rochdale of Rochdale in 1913. Appointed CB 1937. |
